Screens go around the tops of high-rise buildings that are being built. They’re used on construction sites for many reasons, including, but not limited to, protecting the public from dust and debris, protecting workers, protecting joints in concrete, etc.
To be installed, they get lifted from one end, by crane, from a horizontal position to a vertical position, then lifted to the destination and placed in brackets.

Screens are usually used in high-rise buildings. They get raised by cranes or hydraulically jacked up as the building gets higher.

They have a large surface area, so can easily catch the wind when a crane has them in the air. This might make them spin or blow out of control. Check out this article on Operating cranes in windy conditions.
